The following projects do not fall neatly within
the categories of projects previously described. Encompassing both
civil and criminal justice delivery services, these projects demonstrate
The Spangenberg Group's breadth of experience and expertise.
From 1991 through 1993, The Spangenberg Group
provided technical assistance to the Administrative Office of the
United States Courts Committee to Review the Criminal Justice Act
(the Prado Committee), as it reviewed the organization of the Defender
Services Division and considered alternatives.
Under contract with the Ford Foundation, The
Spangenberg Group in 1990 conducted two national pro bono surveys.
The first survey gathered information on pro bono practices at the
500 largest law firms in the country. The second collected data
on both current pro bono activities and potential areas of interest
for increased activity among attorneys 60 years of age and older.
The surveys were designed to coordinate with and provide statistical
information for the ongoing pro bono policy development project
of the Ford Foundation.
In 1990, The Spangenberg Group reviewed a Congressional
proposal to implement a program of competitive bidding for the federal
Legal Services Corporation. The Spangenberg Group specifically examined
the competitive bidding proposal in light of similar efforts that
have been undertaken around the country in the area of indigent
defense delivery. The Spangenberg Group produced a paper comparing
the competitive bidding experience in criminal defense from a constitutional,
ethical, legal, practical and cost consideration. Robert Spangenberg
summarized this work in testimony before Congress.
In 1988, The Spangenberg Group completed a
comprehensive study of the probation system in Massachusetts for
the Chief Administrative Justice of the Trial Court.
